Answer:

 

Ref to obey local laws

In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is none worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.

Although there are several references which could be quoted from the Glorious Quran as well as the authentic and established Sunnah of the Messenger of Allah (saws) which imply that it is incumbent for the believers to obey and follow the lawful rules and regulations made by one’s parents, or councils, or the government of the lands….in our humble opinion, there is no better or clearer evidence to the same than the one quoted from Surah Nisaa below:

 

Allah Says in the Holy Quran Chapter 4 Surah Nisaa verse 59:

59 O ye who believe! Obey Allah, and obey the Messenger (saws), and those charged with authority among you. If ye differ in anything among yourselves refer it to Allah and His Messenger, if ye do believe in Allah and the Last Day: that is best and most suitable for final determination.

 

Sahih Al-Bukhari Hadith 4.203 Narrated by Ibn Umar

The Prophet (saws) said, "It is obligatory for one to listen to and obey (the ruler's orders) unless these orders involve one in disobedience (to Allah); but if a law of disobedience (to Allah) is imposed, he should not listen to it, nor obey it."
