In the state of Ehram during HAJJ or UMRA its not allowed to use any perfume. I want to know whether is it permissible to use Lip Guard or Vaseline or any petroleum jelly to avoid cold on lips?

Lip guard Vaseline during ehram pilgrimage

In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is none worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.

Abdullah ibn Umar (r.a.) reported from his father Umar ibn Khattab (r.a.) that he heard the Prophet (saws) saying: 'A pilgrim must be unkempt and without any perfume."

It is indeed impermissible for one who has entered into the state of ‘ehram’ for pilgrimage to apply any perfume.

If one uses ‘lip-guard’ or ‘vaseline’ or ‘petroleum jelly’ as medicine to avoid cold or the breaking of their skin on their lips (or any other medication on their other parts of the body), the absolute majority of the scholars in Islam are of the opinion that there is absolutely no harm and does not effect the validity of their state of ‘ehram’ or their pilgrimage. And Allah Alone Knows Best.
