Answer:

Menses Dua & Quran Memory

In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is no one (no idol, no person, no grave, no prophet, no imam, no dai, nobody!) worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.

Your Question: I know that during a woman's menses she cannot fast nor do salats but can she make dua' or read the verses from the Holy Quran by memory not touching the Quran?

Sahih Al-Bukhari Hadith 1.302 Narrated by Aisha

We set out with the Prophet (saws) for Hajj and when we reached Sarif I got my menses. When the Prophet (saws) came to me, I was weeping. He asked, "Why are you weeping?" I said, "I wish if I had not performed Hajj this year." He (saws) asked, "May be that you got your menses?" I replied, "Yes." He (saws) then said, "This is the thing which Allah has ordained for all the daughters of Adam. So do what all the pilgrims do except that you do not perform the Tawaf round the Ka'ba till you are clean."

There is absolutely no harm or restriction in Islam if a menstruating women supplicates her Lord and recites the Glorious Quran from her memory; it is expected that her supplications will be heard and she will receive her reward in full from her Lord Most Gracious, Most Merciful.

Whatever written of Truth and benefit is only due to Allah’s Assistance and Guidance, and whatever of error is of me alone. Allah Alone Knows Best and He is the Only Source of Strength.

Your brother and well wisher in Islam,

Burhan
