Answer:
Deeds for Dhul Hijja
In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is none worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.
Your statement: What is the meaning of nauzobillah?
"Audobillahe minas Shaitaan ar-Rajeem’ (I seek refuge in Allah from the accursed Shaitaan!).
Your statement: when it should be said?
Allah Says in the Holy Quran Chapter 7 Surah Aaraaf verses 200-202:
200 If a suggestion from Shaitaan assails thy (mind), seek refuge with Allah; for He heareth and knoweth (all things).
201 Those who fear Allah, when a thought of evil from the Shaitaan assaults them, bring Allah to remembrance and lo! They see (aright)!
202 But their brethren (the evil ones) plunge them deeper into error and never relax (their efforts).
Whenever a believer gets a feeling that the Shaitaan is upto his tricks and trying to dissuade him from the Remembrance of Allah Subhanah, he may recite and that will be his defense against his accursed enemy:
Your statement: After delivery my sister is suffering from depression, is there any dua to remove depression.
Allah says in the Holy Quran Chapter 2 Surah Baqarah verses 155-157:
155 (O you who believe!) Be sure We shall test you with something of fear, and hunger, some loss in goods or lives, or the fruits (of your toil); but give glad tidings to those who patiently persevere.
156 Who when afflicted with calamity, say: "To Allah we belong and to Him is our return."
157 They are those on whom (descend) blessings from Allah and Mercy, and they are the ones that receive guidance.
The best statement one can make when afflicted with a calamity, is the statement taught by the All-Mighty to the believers in the Holy Quran:
Allah says in the Holy Quran Chapter 2 Surah Baqarah verses 156:
156 Who when afflicted with calamity, say: "To Allah we belong and to Him is our return."
Allah Says in the Holy Quran Chapter 21 Surah Anbiyaa verses 83-84:
And (remember) Ayyub when he cried to his Lord "Truly distress has seized me, but Thou art the Most Merciful of those that are merciful." So We listened to him: We removed the distress that was on him, and We restored his people to him and doubled their number as a Grace from Ourselves, and a thing for commemoration for all who serve Us.
Allah Says in the Holy Quran Chapter 27 Surah Naml verse 40: Said one who had knowledge of the Book: "I will bring it to thee within the twinkling of an eye!" Then when (Solomon) saw it placed firmly before him, he said: "This is by the Grace of my Lord! to test me whether I am grateful or ungrateful! And if any is grateful, truly his gratitude is (a gain) for his own soul; but if any is ungrateful truly my Lord is Free of All Needs, Supreme in Honor!"
Thus our beloved sister in Islam, whatever conditions that might befall us, please realize that they are no more than a trial from our Lord; who is well aware of our condition and is testing us only to see whether we are patient and steadfast in our hope and trust in Him or not. If one remains steadfast and patient, and beseeches Him Alone in their prayers, He Will, if He Pleases soon change their bad condition into good and bestow upon them His Unlimited Mercy, Grace, and Bounty; and bequeath upon them a huge and unending reward in the Hereafter.
Thus, a believer must never ever despair of the Mercy of his Merciful Lord, and always remain firm in his faith and belief in Him, and put his full and absolute trust in Him Alone; for none can remove calamities or bestow good except Allah Subhanah, the Lord of the heavens and the earth and everything that exists between them!
May the Merciful Lord make your sister’s trial easy for her, help her, have Mercy on her, guide her to be firm, patient, and steadfast, and remove her calamities from her; for none can remove calamities except the Most Merciful. May Allah Subhanah make her trials a means of her achieving the ever lasting and unending rewards promised to the righteous in the Hereafter. Ameen.

Fiqh-us-Sunnah Fiqh 2.154
Topic: The excellence of good deeds in the first ten days of Dhul-Hijjah
Ibn Abbas (r.a.) reports that the Prophet (saws) said: "No good deeds done on other days are superior to those done on these days [meaning the ten days of Dhul-Hijjah]." The companions asked: "O Messenger of Allah (saws), not even jihad in the way of Allah?" He said: "Not even jihad, save for the man who puts his life and wealth in danger [for Allah's Sake] and returns with neither of them." (Related by Bukhari and Tirmidhi)
Ahmad and at-Tabarani record from Ibn Umar (r.a.) that the Messenger of Allah said: "There is no day more honorable in Allah's Sight and no acts more beloved therein to Allah than those in these ten days. So say 'tahleel' ["There is no God but Allah"], 'takbir' [Allah is The Greatest] and 'tahmeed' ["All praise is due to Allah"] a lot [on those days]."
To the best of our knowledge we have not come across this hadith.
It has been reported by Imam Ali ibn Abu Talib (R.A.) that the Prophet (saws) said: If anyone introduces an innovation (in religion), he will be responsible for it. If anyone introduces an innovation or gives shelter to a man who introduces an innovation (in religion), he is cursed by Allah, by His angels, and by all the people.
It has been reported by Jabir ibn Abdullah (R.A.) in another authentic narration that the Prophet of Allah (saws) said in a sermon: “The best speech is that which is embodied in the Book of Allah, the Al Quran; and the best guidance is the guidance given by me, Mohamed (saws). The most evil affairs are the innovations, and every innovation is an error.”

Sahih Muslim Hadith 4869 Narrated by Umm Salamah
Allah's Messenger (saws) said: ‘When any one of you intending to sacrifice the animal enters in the month (of Dhul-Hijjah) he should not get his hair or nails touched (cut).’
There is indeed a mention in the authentic Sunnah that one who intends to offer a sacrifice during the ‘Eid-ul-Adha’ should not cut their hair or their nails from the beginning of the month of Dhul-Hijjah until the sacrifice is completed.
There is a difference of opinion amongst the scholars and jurist in Islam regarding the implications of this guidance. Some amongst the scholars, including Imam Ibn-Taimiyaah, are of the opinion that by the statement: ‘When any one of you intending to sacrifice the animal enters in the month (of Dhul-Hijjah)…..’ does not imply to all the believers in general, but implies only to those believers who wish to offer the Hajj pilgrimage, and it is they who should abstain from cutting their hair or their nails.
Other scholars are of the opinion that the wordings of the guidance of the Messenger of Allah (saws) are absolutely clear and in their opinion any believer who, regardless of whether or not he/she is performing the Hajj pilgrimage, intends to offer a sacrifice during the ‘Eid-al-Adha’, all of them should abstain from cutting their hair and their nails from the beginning of the month of Dhul-Hijjah until the sacrifice is completed.
Although it would not be prudent or wise to discount or overrule the opinion of a scholar of the stature of Imam Ibn-Taimiyaah, in our humble opinion, it would be safest for all the believers who intend to offer a sacrifice during the ‘Eid-al-Adha’, regardless of whether they intend to perform the Hajj pilgrimage or not, to abstain from cutting their hair or their nails from the beginning of the month of Dhul-Hijjah until the sacrifice is completed on the Day of Eid. And Allah Alone Knows Best.
Whatever written of Truth and benefit is only due to Allah’s Assistance and Guidance, and whatever of error is only ones. Allah Alone Knows Best and He is the Only Source of Strength.
