Looking staring at Girls

In the name of Allah, We praise Him, seek His help and ask for His  forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is no one (no idol, no person, no grave, no prophet, no imam, no dai, nobody!) worthy of worship but Allah Alone, and we bear witness that Muhammad(saws) is His slave-servant and the seal of His Messengers.

Q-1: is it a right  lokk at other girls?

There is no harm and no sin if one’s sight accidentally falls upon a non-mehram woman; but if one were to take a second look or stare at the non-mehram woman with lust, then it will be considered a sin.

Allah has commanded the believers, who sincerely fear Allah and the Last Day, to lower their gaze and guard their modesty.

Allah says in the Holy Quran Chapter 24 Surah Noor verse 30:

Say to the believing men that they should lower their gaze and guard their modesty: that will make for greater purity for them: and Allah is well acquainted with all that they do.

Q-2: if u r in a love with any girl and cant express what should one do
If one likes a girl, and has an intention to marry the girl; the right and pure thing to do would be to approach the girl’s guardian (her father, or her brother, or her uncle, etc.), and make your honorable intention known to them.

It does not behove a believer, who sincerely fears Allah and the Last Day, to approach a non-mehram girl directly and express his feelings to her in private. This is a road that leads to forming an illicit and illegal relationship, and must be avoided by the believers.
