Who appointed Prophet pbuh and when?

One of our brothers/sisters has asked this question:
As-Salam-walekum, I had an argument with one of my friend on the following topic: According to my friend our beloved prophet Mohammed (SWAS) was chosen as prophet in his life time. I told my friend that it was decided by Allah before he created this universe, I also told him that Adam ale salam had read the kalima "La ilaha illelah mohammedur rasululla" written on the sky when he was in heave. Can you please tell me who is right me or my friend. If I am right then please give reference of Aayat from Al-Kuran or Hadis because my friend believes in only these two things. Please reply as early as possible. Zazak Allah khair,

Answer:
In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is none worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.
Al-Tirmidhi Hadith 94 Narrated by Ubadah ibn as-Samit
Allah's Messenger (saws) said: ‘The first thing which Allah created was Pen. He commanded it to write. It asked: ‘What should I write?’ He said: ‘Write the Decree (al-Qadr).’ So it wrote what had happened and what was going to happen up to eternity.
Dear and Beloved Brother in Islam, our Lord Creator, The Most High, is not limited by the dimensions of time and space, and He Alone has the perfect Knowledge of whatever has happened in the past, whatever is happening at present, and whatever will happen in the future. Thus in that sense, Allah Subhanah Knew and recorded His Decree in the Al-Qadr (Record of Destiny) the appointment of His Last and Final Messenger, Mohamed ar-Rasool Allah (saws), before the creation of the universe; just as The All-Knowing, All-Wise Lord Creator recorded the birth, life, and death of every single creature and everything that would transpire in this Universe.
But as is the Sunnah or Way of Allah Subhanah, none in creation including the Prophet Mohamed (saws) himself know that one day at the age of forty he would be appointed and chosen as the Last and Final Messenger of Allah (saws). It was only after Hadrat Jibrael (a.s.) revealed the first five Verses of the Glorious Quran (Surah 96 Al-Alaq) in the
Thus in conclusion, it is indeed true that The All-Knowing Lord Creator Knew and Decreed the appointment of Prophet Mohamed (saws) as His Last and Final Messenger before the universe came into existence; but Prophet Mohamed (saws) himself and those around him did not know that he (saws) was the chosen Prophet until Hadrat Jibrael (a.s.) informed Prophet Mohamed (saws), and he (saws) informed his appointment to mankind.

Dear and Beloved Brother in Islam, whatever happened with Prophet Adam (a.s.) in the heavens is amongst the knowledge of the ‘unseen’; and thus whatever we have regarding his birth, his confrontation with Iblees, his stay and departure from the heavens, and his life on earth is either what Allah Subhanah has mentioned of his story in the Holy Quran, or what The Lord made known to Prophet Mohamed (saws) through inspiration.
To the best of our knowledge, there is absolutely nothing in the Quran or the Sunnah whereby it is mentioned that Prophet Adam (a.s.) declared ‘Laa ilaaha illalaah, mohammed ar-rasool Allah’ when he was in the heavens or the earth! And Allah Alone Knows Best.
