Hajj ehram from meeqat.

dear brother in
my wife and me are living in madina munavara and want to go for haj but as we are residents here we need to have a permit to go to mecca the problem is that i cannot get the permit now as the office is closed so i wnt to know if i can wear the ahram in mecca itself and go for haj or do i have to wear it in medina (meqat) as if i am wearing normal clothes they will not stop me in the check point

In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is none worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.
Dear and beloved brother in Islam, due to the limitations of the accommodation, safety, and security of the pilgrims during the Hajj season, the laws and quota determined by the local administrators of the Hajj are to enable the believers from all over the world to get an opportunity to perform their obligatory rite of Hajj. Such laws of the local government which do no directly violate the tenets of Shariah, and are made for the safety, security, and safe passage of the believers at large, must be honored, respected, and followed by the believers.
It would neither behove nor befit the character of a believer who sincerely fears Allah and the Last Day to employ dishonest means, or derive ways to circumvent the lawful laws of the land to perform the pilgrimage; such violations of the lawful local laws would indeed be a sin in the Sight of Allah Subhanah.
For example, the state employs traffic police for the safety of its citizens, and if a traffic police has signaled to halt the oncoming traffic from one side so that the other side may cross safely, it would not be lawful for one to violate that command of the traffic police and put their own lives and the lives of the other citizens in danger. Such a violation would not only be punishable by the laws of the land, but the scholars of Islamic Jurisprudence have determined that it would also be a sin in the Sight of Allah Subhanah.

The meeqats are indeed the places appointed and specified by the Messenger of Allah (saws) where a pilgrim must enter into the state of ehram if one wishes to perform the pilgrimages of Umrah or Hajj unto the Sacred House. If for any reason a pilgrim happens to enter into the state of ehram after one has crossed the specified places of meeqat, one would have to offer a sacrifice as an atonement for their violation.
A pilgrim proceeding from the Prophets city of Madinah for the Umrah or Hajj pilgrimage is required to enter into the state of ehram from no nearer than the meeqat of Dhul-Halayfah on the outskirts of Madinah; if for any reason whatsoever, one happens to enter into the state of ehram for pilgrimage after the meeqat one would have to offer a sacrifice as an atonement for their violation of the rites of the pilgrimage.
