Oppressors monetary support

One of our brothers/sisters has asked this question:
I am resident of Kashmir (Indian administrated), the Indian security forces often martyred our youth, children, old and young.. After killing Indian Authorities offer monetary support to these families which they call it ex-gracia support. My question: Is it permissible in islamic view to accept this support from the oppersor.

We put this question to our Shaykh, ‘Abd ar-Rahmaan al-Barraak (may Allah preserve him) and he replied:
There is nothing wrong with their accepting this support. End quote.
