Can we feed non-Muslims when offering fidyah for not fasting?

One of our brothers/sisters has asked this question:
There is a sick person who has to feed poor people (because he cannot fast). Is it permissible for him to give this food to non-Mulsims because he is living in a non-Muslim country?.

Praise be to Allaah.

If the person is in a non-Muslim country and he is obliged to feed poor people, then if there are any Muslim people in that country who are entitled to be given food, he should feed them. Otherwise he may send it to any Muslim country where the people are in need of this food. And Allaah knows best. End quote.
