Rubbing the genital organ and ghusl

One of our brothers/sisters has asked this question:

Dear Islamic Brother,
I need to ask a question about my husband's problem...although he is good & pray 5times regularly, I mean to say overall he's good in all races of life yet there is a problem. The problem is when I am not home sometimes as I go to my parents, & if he feels to fulfill sexual needs, he rubs his genital orgran while thinking of me. He rubs a lot till high sensations but stops before ejaculation. The precum(transparent liquid that comes out due to sensation) appears flowing out of organ.
 
I have two cases & required answers for them
 
i) if the liquid that comes out is transparent & not whitish as of sperm then...Is ghusul farz?
ii) if the liquid that comes out is transparent but also has some clear whitish shade & smell of sperm but without jerks like a proper ejaculation of masturbation or intercourse then...Is ghusul farz? as we have heard that "the water (sperm) that ejaculates with jerks only, lets ghusul a farz."

Answer:

In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is none worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.

Sister in such instances of extreme passion it is better to perform the obligatory ghusl and make yourself ready for prayer. Most times it is difficult to differentiate between mani and madhi. The allowance to avoid ghusl is  primarily  for those whose privates leak owing to some deficiency. But if one brings upon the heat intentionally then there is a good chance of an error.

 

Masturbation is a sin,  whether done by a man or a woman.  The ‘ghusl’ or full bath is obligatory on a person,  whether man or woman,  when they reach their climax of sexual excitement or orgasm.

The scholars and jurists in Islam are absolutely unanimous in their opinion that the act of masturbation would be unlawful at all times, even if one claims that he is only thinking about his wife.
